影片由真实的故事改编而成，1980年的光州事件至今仍让人记忆犹新，当时的无辜民众以“赤色分子”的名义被军政府所屠杀，导致很多家庭陷入悲痛之中，而作为此次事件的幕后主使全斗焕（张光饰）不仅没有受到制裁，还登上了总统的宝座，数年后卸任的他虽然也受到了关于其军事独裁和经济犯罪等指控，却因为特赦而平安落地，这也引发了那些受到光州事件影响的遗族们的怒火

时间来到2006年，有几个人被召集在了一起，其中有警察权正赫（任瑟雍饰）、黑帮分子郭镇裴（秦久饰），以及国家射击队的选手沈美进（韩惠珍饰）、他们的亲人都死于26年前的那起残忍杀戮。召集他们的人就是当年参加戒严的金主世（李璟荣饰），这些年来他一直生活在内疚和痛苦之中，他决定和这些遗族们一起采取行动，把逍遥法外的全斗焕作为刺杀目标。

The film is adapted from a true story. The Gwangju incident in 1980 is still fresh in people’s memory. The name was massacred by the military government, causing many families to fall into grief. As the behind-the-scenes mastermind of this incident, Quan Douhuan (played by Zhang Guang) not only was not sanctioned, but also ascended to the throne of the president and stepped down a few years later. Although he was also accused of military dictatorship and economic crimes, he landed safely because of an amnesty, which also aroused the anger of those survivors affected by the Gwangju incident

When the time came to 2006, several people were called together, including the policeman Kwon Jong Hyuk (played by Im Seulong) , gang member Guo Zhenpei (played by Qin Jiu), and national shooting team player Shen Meijin (played by Han Huizhen), and their relatives all died in the brutal killing 26 years ago. The person who summoned them was Jin Zhushi (played by Li Jingrong), who participated in the martial law back then. He has been living in guilt and pain all these years. He decided to take action with these survivors and target Quan Douhuan who is at large.
