故事发生在1994年的11月，韩国首尔的近郊发岩桥附近发生了一起爆炸事件，虽然警局对于此事没有做过多的调查，认定是一起偶然事件，但记者李炳佑（黄政民饰）却因为职业的敏感性而开始盯住这起事件不放，意图揭开神秘爆炸事件的真相，渴望一战成名

一天，李炳佑的同乡尹赫（秦久饰）找到了他，因为二人许久没有联系，尹赫的出现让炳佑感到很意外，而且尹赫将有关爆炸事件的资料给了他，这些资料与炳佑之前的调查情况有很大的出入，“爆炸事件”完全出于有人刻意操纵。这起事件开始扑朔迷离起来，为了尽快查清事实，炳佑和同事成孝莞（金敏喜饰）以及孙镇基（金尚浩饰）三名记者成立了特别调查小组，可是他们的调查工作并不顺利，每到一处都会遇到一群不明身份分子的阻拦。几个人并不畏惧，他们开始了更深入的调查，但似乎又关联到政府行为，逐渐一个隐藏在背后的组织浮现出来，它们与政府之间关系更为密切。

After too many investigations, it was determined that it was an accidental incident, but the reporter Li Bingyou (played by Huang Zhengmin) began to focus on this incident because of his professional sensitivity, intending to uncover the truth of the mysterious explosion, eager to become famous in the first battle

One day, Li Bingyou's fellow villager Yin He (played by Qin Jiu) found him. Bingyou was very surprised, and Yin Hyuk gave him the information about the explosion, which was very different from Bingyou's previous investigation. The "explosion" was completely manipulated by someone. The incident began to be complicated and confusing. In order to find out the facts as soon as possible, Bingyou and his colleagues Sung Hyo-wan (played by Kim Min-hee) and Sun Zhenji (played by Kim Sang-ho) set up a special investigation team, but their investigation work did not go smoothly. Wherever you go, you will encounter a group of unidentified elements blocking you. A few people were not afraid, they started a more in-depth investigation, but it seemed to be related to the government's behavior, and gradually a hidden organization emerged, and they had a closer relationship with the government.
