故事发生在1962年，大陆内地经济十分困难，难民不断的逃亡香港的汕头，青年伍国豪也在其中，他不甘心被黑帮们欺负，因此投靠了他们。黑帮老大肥波接受了他，在几经兴风血雨中，他表现突出被老大重用，在黑帮里建立起了自己的独有势利。但是好景不长随着在黑帮中的地位不断的升高势力越来越大黑帮老大感觉到他威胁到自己的地位，于是设局陷害伍国豪，伍国豪没有丢掉性命，但却失去了一条腿，自己也被对方送进监狱
