电视剧主要讲述了在改革开放之前，陕北地区的金水县红旗村。虽然拿到了很多的荣誉，但是村民仍旧拥有着吃不饱饭的情况，青年农民秦学安再去了一趟安徽之后，发现安徽在当时已经实兴起了土地承包这一政策，迎来了粮食大丰收，回到自己家乡的他也想要使用这一政策来改变自己当地居民的生活状态，却不想以破坏社会主义集体经济罪名直接被派出所拘留。随着之后的十一届三中全会的召开，再一次肯定了农村家庭联产承包制之后，派出所将秦学安释放了之后，开始执行这一政策，带领村民迎来了翻天覆地的变化。
