《极恶非道》讲述了东京帮派之中的权力更迭故事，开头以小人物的故事展开，将低等帮派以下犯上、通过一系列铁血手段争权夺利的内容讲述出来。在电影的最后，小帮派的头目成功上位，电影将权力和阴谋的重要性展现得淋漓尽致

故事一开始，称霸关东的山王会二把手所属的池元组组长表示，会内的大头目看不惯他，因为池元和其他的小黑帮头目走得太近。因此大头目让池元收掉小的黑帮，池元心有不满，不敢去做。

因此把这个任务给了自己的属下大友，大友接到任务去收拾小黑帮，没想到自己被卷入了一场关系到黑道世界存亡的权力大战。当时的以下克上暴力乱斗，已经逐渐拉开帷幕。值得一提的是，池元组和小黑帮的头目曾经结拜为兄弟。两人的关系很好，但是池元组长所在的山王会，一直对小黑帮的地盘虎视眈眈。由此引发了一系列争斗。
