故事开始，国际刑警龙志强侦破了一宗价值逾亿元的犯罪交易，引起了犯罪集团“玫瑰夫人”及其手下的不满。作为报复，龙志强家遭灭门，女儿小凤被劫走。幸存下来的龙志强深信女儿还活着，决定寻找她。然而，小凤被“玫瑰夫人”洗脑并训练成为一名出色的杀手，成为了集团的得力助手。多年后，小凤成为了一名杀手，每次执行任务都能够完美完成。她的成功引起了“玫瑰夫人”对整个犯罪帝国的扩张，使得任务遍及世界各地。
